ESC [ ? 1003 h
DECSET 1003 enables all-motion mouse tracking — the terminal reports mouse movement events even when no button is pressed. The sequence is ESC [ ? 1003 h. This generates significantly more traffic than normal tracking (?1000) or button-event tracking (?1002), so applications should only enable it when hover effects are needed.
How this is testedautomated
Enable all-motion mouse (CSI ? 1003 h), check getMode("mouseTracking") returns true. Confirms the backend recognizes mode 1003.

The same probe runs against headless backends (via Termless) and real terminal apps (via a daemon launched in each terminal). This lets us distinguish parser correctness from rendering correctness.
